
Role Overview
Smultea Sciences, a women-owned small business specializing in environmental consulting relative to wildlife management, seeks a highly motivated, experienced, and resourceful Proposal Writer & Business Development Specialist to join our team. This role is crucial for securing new business within the offshore wind, oil and gas, and NOAA (National Oceanic and Atmospheric Administration) ProTech domains, and requires a unique blend of writing, business development, strategic thinking, and technological proficiency. The ideal candidate will be a highly organized and efficient individual, capable of managing multiple proposals, objectives and deadlines simultaneously with a scrappy, can-do attitude. Leveraging cutting-edge Al tools will be essential for streamlining the proposal development process and achieving rapid turnaround times.
The Proposal Writer & Business Development Specialist will be responsible for all aspects of proposal development for these project areas, from identifying opportunities to submitting final proposals. This individual will also play a key role in shaping Smultea Sciences' strategic approach to these markets. This position offers significant earning potential with a lucrative bonus structure tied directly to successful proposals.
Scope of Work
The Proposal Writer/Business Development Specialist will perform the following duties, focusing on offshore wind, oil and gas, and ProTech projects:
Opportunity Identification and Selection:
Actively monitor and analyze upcoming opportunities in offshore wind, oil and gas, and NOAA ProTech sectors suited to our business.
Conduct thorough reviews of requirements, evaluating their alignment with Smultea Sciences' capabilities and strategic goals.
Proactively identify and qualify potential clients, researching companies and making initial contact via phone, email, and networking.
Ensure inclusion on relevant bid lists by reaching out to prospective clients and maintaining client portal profiles.
Lead internal discussions and decision-making processes regarding which opportunities to pursue.
Maintain a prioritized list of target projects and clients, updated based on market analysis, client interactions, and internal priorities.
Proposal Development:
Serve as the lead writer for all proposals related to offshore wind, oil and gas, and ProTech, as well as other environmental projects in closely related fields, capitalizing on opportunities to leverage Smultea Sciences' expertise and expand our service offerings.
Collaborate with technical staff and subject matter experts to gather information and develop compelling proposal content.
Ensure proposals are compliant with all relevant requirements and guidelines.
Manage the proposal development process, including scheduling, reviews, and revisions.
Develop and maintain proposal templates and other resources to streamline the proposal process.
Leverage Al tools to expedite proposal writing and improve efficiency. The ideal candidate will have experience using chat-based Al tools to develop tailored content.
Strategic Project Planning:
Develop detailed project plans for each proposed project, outlining the scope of work, deliverables, timelines, and resource allocation.
Integrate the project plan into the proposal, demonstrating Smultea Sciences' understanding of the project requirements and our ability to execute successfully.
Project Management Coordination:
Coordinate project management activities with the COO, ensuring alignment between proposed projects and overall company strategy.
Provide weekly updates to the COO on the status of proposal development activities.
Teaming Partner Management:
Cultivate and maintain strong relationships with existing teaming partners.
Identify and recruit new teaming partners with expertise complementary to Smultea Sciences' capabilities, focused on offshore wind, oil and gas, and ProTech sectors.
Build and manage a database of teaming partners, including their areas of expertise, past performance, and contact information.
Strategically leverage teaming partners to enhance proposal competitiveness and expand service offerings.
This is a full time, 40 hr/week position. We are looking to hire this position as soon as possible.

Qualifications
Bachelor's degree in a relevant field (e.g., environmental science, business administration, communications).
Proven experience in proposal writing, preferably within the environmental consulting or government contracting sectors.
Demonstrable knowledge of key environmental regulations and permitting processes is highly desirable, particularly experience working with the Marine Mammal Protection Act (MMPA), Endangered Species Act (ESA), National Environmental Policy Act (NEPA).
Familiarity with permitting related to offshore construction, high-resolution geophysical (HRG) surveys, and other similar projects aligned with Smultea Sciences' portfolio is a significant advantage.
Strong project coordination skills, with experience developing and executing project plans, and a demonstrated ability to manage multiple project proposals and competing priorities effectively.
The ability to manage time effectively, prioritize tasks, and perform well under pressure including tight deadlines and sprints.
Excellent written and verbal communication skills, with a strong emphasis on clear, concise, and detail-oriented scientific writing.
Must be an expert in formatting documents in Microsoft Word, including the use of styles, tables, figures, and other formatting features to create professional and visually appealing proposals.
Ability to work independently and as part of a team.
Strong analytical and problem-solving skills.
Must be highly organized, resourceful, and able to thrive in a fast-paced environment.
Proficiency with chat-based Al tools and other relevant software for proposal development is essential.
Willingness and ability to support other writing initiatives across the company for ongoing projects as needed, including but not limited to reports, presentations, and marketing materials.
Nice to have but not required:
Familiarity with NOAA ProTech Fisheries & other domains and its processes.
Experience working with federal agencies, such as the NOAA, National Marine Fisheries Service (NMFS), the Bureau of Ocean & Energy Management, and the
U.S. Fish and Wildlife Service (USFWS) among others.
Experience using Asana for task management.
Experience using a CRM tool.
Compensation
Salary and benefits will be commensurate with experience and qualifications. In addition, a lucrative tiered bonus structure is offered for each winning proposal. Details of the bonus structure will be discussed during the interview process.
